Makkah
ISO code SA-02 · capital Makkah · 16 governorates · 17.4 m inbound overnight visitors, 2024
The largest market by a wide margin: 17.4 million inbound overnight tourists in 2024 — the only regional figure the ministry publishes by name. Demand is guaranteed and near price-inelastic, but it is governed by quotas and the calendar, not by marketing. Jeddah, inside the same region, runs on different logic: leisure, events and Formula 1.

Haramain links Jeddah, the airport, KAEC, Makkah and Al Madinah by high-speed rail — the only genuinely working passenger railway in the Kingdom. For sales this means Makkah, Jeddah and Taif trade as one logistics node, not three markets.

Asir
ISO code SA-14 · capital Abha · 17 governorates · no regional visitor figure published
The one region with inverted seasonality: Asir sells in summer, when Riyadh and Jeddah are physically unusable, and it is what absorbs the summer trough in domestic demand. 2.9 million tourists in H1 2025 is a ministry press figure for half a year, not an annual series, and it must not be compared against annual values. Soudah Peaks will change the region's top tier, but for now it is a construction site, not inventory.

Riyadh
ISO code SA-01 · capital Riyadh · 22 governorates · no regional visitor figure published
The country's number-one corporate market and the only one where demand is made by events, not the pilgrimage calendar. Riyadh Season, the Diriyah E-Prix and the Saudi Cup create peaks with troughs between them. In 2026 the market softened more than any other: new supply landed just as long-haul business travel slowed, so corporate rate negotiation here is genuinely live.

- King Khalid International (RUH), Wadi Al-Dawasir Domestic (WAE), Dawadmi Domestic (DWD), King Salman International (RUH)
- Access
- One way in: King Khalid International, 40.8 million passengers in 2025, second in the country. Rail out of Riyadh runs east and north on the SAR network only; there is no westbound line at all, so everything to the Hejaz moves by air. King Salman International is rising on the KKIA site, and until it opens the capital runs at runway limit.

Al Madinah
ISO code SA-03 · capital Al Madinah · 8 governorates · no regional visitor figure published
Two markets inside one administrative boundary, and they cannot be sold together. Al Madinah is pilgrimage volume, running about 82% occupancy in Q1 2026 — the highest in the country. AlUla is the culture-tourism showcase, holding almost every non-standard accommodation format in the Kingdom and the only MICHELIN-Key property outside the Red Sea.

- Access
- Two unconnected gateways. Al Madinah takes pilgrim volume through Prince Mohammad bin Abdulaziz and Haramain; terminal utilisation runs above design capacity — over 137% per GACA. AlUla lives separately: its own airport, direct flights from Riyadh, Jeddah and Dubai, no rail. Do not plan AlUla as an extension of Madinah — different season, different audience.

Eastern Province
ISO code SA-04 · capital Dammam · 12 governorates · no regional visitor figure published
The oil-belt corporate market: Aramco, SABIC, Jubail and Ras Al Khair deliver flat weekday demand with no season. The only large airport in the country with runway headroom, plus the causeway to Bahrain that brings part of weekend demand. Al-Ahsa, with its UNESCO-listed oasis, is the region's single leisure asset — and it is under-used.

- King Fahd International handled 13.7 million passengers in 2025 and is the only large Saudi airport with runway headroom; during airspace closures it absorbed Kuwaiti and Bahraini flights. SAR East Train reaches Dammam from Riyadh in four hours, Al-Ahsa in one hour fifty. Add the causeway to Bahrain: part of Khobar demand arrives by road, never touching the terminal.

Al Qassim
ISO code SA-05 · capital Buraydah · 13 governorates · no regional visitor figure published
A weekend outbound market for Riyadh: three hours by train, event-driven demand, a flat base the rest of the year. The Buraydah date season — the world's largest date market — moves occupancy more than any flight schedule. The hotel stock is almost entirely national operators; international brands are barely present.

Ha'il
ISO code SA-06 · capital Hail · 8 governorates · no regional visitor figure published
The region sells as a route, not a city. The Jubbah rock art is UNESCO-listed, but there is no accommodation beside the site, so every itinerary funnels back through Hail. The January rally is the only predictable peak; outside it the base is thin and corporate.

Tabuk
ISO code SA-07 · capital Tabuk · 6 governorates · no regional visitor figure published
Six of the country's seven MICHELIN-Key properties sit here — the entire top tier of the Kingdom bar one Jeddah address. The market is built top-down: owner Red Sea Global controls the airport, the properties and the sales channel, so the entry point for negotiation is the developer, not the hotel and not the brand. Typical capacity is sixty to ninety keys — an allotment conversation, not a volume one.

- Airports
- Prince Sultan bin Abdulaziz International (TUU), Red Sea International (RSI), NEOM Bay (NUM), Amaala International (—)
- Access
- The fastest-changing logistics picture in the country. Prince Sultan bin Abdulaziz serves Tabuk city, while resort traffic runs through two new airports — Red Sea International and NEOM Bay — plus seaplane to the islands. Not a kilometre of rail. Commercially this makes every Red Sea Global property a charter destination with a controlled channel: airport capacity is market capacity.

Northern Borders
ISO code SA-08 · capital Arar · 3 governorates · no regional visitor figure published
The thinnest market in the country: three domestic airfields, a land border with Iraq, nine hours to Riyadh by road. Demand is almost entirely corporate and transit; a leisure segment barely exists. Thin coverage in the register here is a property of the market, not a data gap — confirmed by the absence of international brands, not merely by the absence of rows.

Jazan
ISO code SA-09 · capital Jazan · 16 governorates · no regional visitor figure published
Coast and the Fifa mountains, with almost no upper-tier stock at all. Farasan is ferry-only on a short schedule, so any island product sells as a fixed-date package. The region reads as an early stage: domestic demand, winter season, no brands.

Najran

Highland summer for the domestic market, and almost nothing outside the season. Most arrivals come by car from Jeddah and Taif — four to five hours of mountain road, which caps length of stay. The olive belt and pre-Islamic archaeology: Rajajil, Marid Castle, Dumat Al Jandal.
