Regions are ranked here by the hotel stock recorded on this site, not by visitor volume. The Ministry of Tourism publishes national totals — 123 million tourists in 2025, of whom 29.3 million arrived from abroad — but no named breakdown by region. Only one regional figure has been published: 17.4 million inbound overnight visitors to Makkah in 2024. Ranking on an estimate would mean presenting a guess as a statistic, so the axis here is what can be counted.

Note that the Ministry and the central bank publish different inbound totals for 2025 — 29.3 million against 30.0 million — on different methodologies. The two are not reconciled and are not averaged here.
